His remarks came in response to President Trump’s decision to ban entry to the U.S. from 12 countries.

On Thursday, United Nations Secretary-General Antonio Guterres called for migration policies that respect human dignity.

“Every country has the right to decide how it controls its borders and who it allows to enter. Our position has always been that, regardless of the system in place, the human dignity of people must be respected,” said Stephane Dujarric, spokesperson for Guterres.

His remarks came in response to President Donald Trump’s decision to ban entry to the U.S. from 12 countries and impose partial restrictions on citizens of seven others. Dujarric stressed that migration must be managed “properly,” in a way that respects the rights of migrants — who often undertake dangerous journeys in search of a better life — while also benefiting both the countries of origin and destination.

The UN spokesperson said it is possible to achieve both goals and pointed to the existence of a global compact on migration, noting that when migration is not properly managed, it can fall into the hands of criminal networks.

On Wednesday, Trump barred entry to citizens from Sudan, Libya, the Democratic Republic of the Congo, Yemen, Eritrea, Myanmar, Iran, Afghanistan, Haiti, Chad, Equatorial Guinea and Somalia.

Citing national security concerns, he also imposed partial entry restrictions on citizens from Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela.

According to his executive order, the 12 countries under a full ban are “deficient in detection and control and pose a very high risk to the United States.”

Trump said the recent attack in Colorado on a group of people participating in a pro-Israel march was an example of the “extreme” dangers posed by foreign nationals who have not been properly vetted, as well as those who enter as temporary visitors and overstay their visas.
